CHARLES L. BAYNE, JR.
Director Bayne began his law enforcement career in Wyoming serving both in Laramie and Wheatland. During his tenure prior to coming to WLEA he served in a variety of leadership roles including Patrol Lieutenant and Interim Police Chief.
Director Bayne became a Staff Instructor in 1995 and has since served as the Special Programs Supervisor, Special Programs Manager, Deputy Director, and currently as Director. During his tenure, Director Bayne has taught many of the basic topics including Custody & Control, Firearms, Emergency Vehicle Operations, Use of Force, and Statutes. In addition, Director Bayne was responsible for initiating WLEA's Homeland Security Training Program that subsequently provided training to countless first responders over the course of nearly a decade.
Director Bayne is a graduate of the F.B.I. National Academy and is in the leadership of the Wyoming Association of Sheriffs and Chiefs of Police Assessment Team. Among other areas of expertise, he is currently the Lead Instructor for all of WLEA's Leadership Courses.
